Based on the data of long-term investigations and results of the authors, the criteria for the expediency of forest protective measures against phyllophagous insects in birch stands of the Transural region and Western Siberia are suggested to reconsider and abandon overall treatments. The main attention should be paid to stands intolerant to defoliation and those adjacent to settlements irrelative of the degree of their tolerance. For this purpose, the construction of maps showing the resistance of stands to zoogenic defoliation is necessary; they could be the base for the decision to conduct protective measures or abandon them. These maps will permit to preserve forest biocenoses and rationally use the funds allocated for their protection.
